New energy vehicle breakthrough

Xu Ping, the National People's Congress’s representative, suggested that natural gas and hybrid vehicle technology should be given priority for development.

Xu Ping believes that natural gas vehicles are rich in natural gas resources and relatively low in relative costs. Hybrid cars can take into account the advantages of traditional cars and electric cars, ensuring that conventional cars can move from the oil era to the era of relying on new energy sources (alternative fuels) at a lower cost.

Ouyang Minggao, a member of the National Committee of the Chinese People's Political Consultative Conference and director of the Department of Automotive Engineering at Tsinghua University, believes that electric vehicles will be the breakthrough point for China’s auto industry to go beyond Europe, the United States and Japan. According to him, China's pure electric, hybrid and fuel cell new energy vehicles have come out one after another. Among them, the fuel cell vehicle technology ranks among the top in the world, and hybrid vehicles have achieved scale demonstration and operation.

“In order to mobilize the enthusiasm of enterprises for research and development and production of new energy vehicles, the state should introduce preferential policies that encourage ordinary consumers to purchase and use new energy vehicles. For example, the reduction of vehicle purchase tax, vehicle and vessel use tax, etc.” said NPC deputy Yin Jiaxu.

Small displacement cars to be supported

On the one hand, oil prices are rising steadily, and energy-saving and emission-reduction tasks are arduous. On the other hand, China's sales of small-displacement vehicles "have not risen and declined."

According to the statistics of China Association of Automobile Manufacturers, in 2007, China sold a total of 730,200 cars with a displacement of less than 1.3 liters, accounting for 11.60% of the total car sales, and the market share decreased by 3.7% year-on-year; while cars with a displacement of less than 1 liter, Sales fell by 30.90% year-on-year.

In sharp contrast, as of the end of 2007, the total number of mini-cars in Japan rose for 31 consecutive years, exceeding 25 million; the annual sales of small-sized cars with a displacement of 1.0 liters or less in Europe reached 4.5 million, accounting for Europe. 35% of total car sales.

In this regard, Wang Fengying, deputy to the National People's Congress, believes that Chinese auto companies should develop high-quality, small-displacement cars that are "satisfactory in terms of function, technology, and comfort."

In addition, to curb the downturn in the small-displacement car market, Yin Jiaxu believes that national policy support is very important. For example, in the purchase phase, the state can change the method of automobile purchase tax to the size of the engine's displacement.

Pushing car remanufacturing

According to statistics, China has more than 2 million vehicles scrapped every year, and it has great potential for developing the automobile remanufacturing industry.

At present, the recycling rate of end-of-life vehicles in Germany, France, the United States, and Japan has reached more than 80%. However, in China, the recycling industry for end-of-life automotive products still belongs to the Chaoyang industry, with small scale, narrow profits, and low profits.

On March 2, 2008, the National Development and Reform Commission confirmed and announced a batch of vehicle manufacturers and auto parts remanufacturing companies to carry out pilot remanufacturing of auto parts. The range of auto parts products for pilot remanufacturing is tentatively set as follows: Engines, gearboxes, generators, starters, and steering gears.

Li Shufu, a member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Geely Automobile, suggested that the state can appropriately relax its policies and allow the establishment of a number of end-of-life vehicle recycling companies, injecting necessary competition mechanisms. In addition, the sales channels for the used car market and used parts and components will be improved, creating profitable space for dismantling enterprises.
