The central and local governments have invested a total of 436 million yuan and completed the third phase in 177 cities and 552 national control monitoring sites. The construction of new air quality monitoring capability will be completed one year ahead of schedule to complete the monitoring of new air quality standards to achieve full coverage nationwide and build the largest air quality monitoring network in developing countries. In 2014, more than 40 drone flight inspections were conducted on air pollution sources in 19 key industrial clusters in Beijing, Tianjin, and surrounding areas. In planning the “13th Five-Year Plan” monitoring development, Wu Xiaoqing pointed out that the “Thirteenth Five-Year Plan” should integrate and optimize environmental monitoring networks based on the needs of the three major action plans for the atmosphere, water, and soil, and continuously strengthen pollution source monitoring and environmental emergency response. With early-warning monitoring, we continued to promote the monitoring of environmental remote sensing and ground ecological environment, and continuously strengthened monitoring quality management and information disclosure. We will focus on the following tasks: First, we must comprehensively strengthen the top-level design of environmental monitoring, conscientiously implement the "Environmental Protection Law," vigorously promote the reform of the environmental monitoring and early-warning system, and complete the preparation of environmental monitoring "13th Five-Year" development plan. The second is to effectively improve the water environment monitoring and early warning capabilities and optimize the integration of the water environment monitoring network, so that the country's water environment monitoring and early warning capabilities will reach a new level. The third is to continue to strengthen the construction of heavy pollution weather monitoring and early warning systems and the analysis of sources of particulate matter. Before the end of October, all provinces (autonomous regions, municipalities), provincial capital cities, and cities with separate cities planned to build air quality forecasting and early warning systems; by the end of November, the preparation of source emission lists for 13 pilot cities including Beijing, Tianjin, and Shanghai will be completed; before the end of the year, Basically completed the second phase of 26 key cities source analysis work. This year we will vigorously promote the establishment and development of two satellites for atmospheric environment monitoring and the follow-up satellites for two 16-meter-resolution environmental satellites, strengthen the environmental monitoring capabilities of UAVs, and continuously deepen the development of environmental remote sensing technologies in pollution prevention, ecological protection, and environmental monitoring and enforcement.
