Yesterday, a reporter from the Shanghai Securities News learned that the Ministry of Commerce has drafted an initial version of the implementation rules for vehicle replacement programs and is expected to release them soon after receiving approval from relevant departments. These new regulations aim to streamline the trade-in process and reduce the time consumers wait to receive subsidies.
Analysts believe that by expanding the subsidy scope to include medium, light, micro-vehicles, and certain mid-sized passenger cars, this policy will help boost the mid-size sedan market and the currently weaker commercial vehicle segment.
The former Ministry of Commerce had already started drafting the preliminary implementation rules for vehicle replacement. Recently, Yao Jian, a spokesperson for the Ministry of Commerce, mentioned that in addition to the "Appliances to the Countryside" program, it's also necessary to promote the trade-in of home appliances and automobiles. The current policy is under development and will be introduced once further refined.
A source familiar with the matter revealed that the policy requires unanimous approval from the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce, the Ministry of Industry and Information Technology, and the Ministry of Environmental Protection before being submitted to the national authority for final approval. It will then be officially released to the public. Earlier, an official from the Ministry of Commerce’s Market Construction Department stated that the implementation rules for the vehicle replacement program are expected to be launched this year.
According to the same source, the first draft of the implementation plan outlined specific procedures for consumers wishing to qualify for subsidies when trading in old vehicles for new ones. The "Implementation Plan for Promoting Domestic Demand and Encouraging the Replacement of Old Vehicles with New Ones," announced on June 1, stipulates that medium, light, and micro-duty trucks, as well as some mid-sized passenger vehicles meeting certain service life requirements, can be scrapped and replaced with new vehicles. Additionally, vehicles that fail to meet emission standards—such as petrol vehicles not meeting the National I standard or diesel vehicles not meeting the National III standard—may be eligible for tax exemptions when purchasing new vehicles of the same type. This year, the central government has increased the retirement subsidies for old cars from 1 billion yuan to 5 billion yuan.
Local governments are allowed to adjust the vehicle replacement policies based on their specific circumstances. In June, both Shanghai and Henan Province issued their own guidelines. After the "Interim Measures for Encouraging Older Cars to Be Replaced with New Ones" was launched on June 1, mid-size sedans became a hot topic in Shanghai. The first initiative involved replacing old Peugeot models with new ones.
Luo Lei, deputy secretary-general of the China Circulation Association, noted that the introduction of these new rules would benefit weak commercial vehicles, especially light trucks and mid-sized passenger cars, which are expected to be the biggest beneficiaries. According to local policy adjustments, consumer upgrades will also extend to the mid-size sedan market. Zhang Xin, an automotive analyst at Guoxin Junan, said that mid-size vehicles with engine displacements between 1.6 and 2 liters will benefit significantly. Recently, Shanghai Automotive and FAW Cars topped the list, as some of their models fall within this range. Commercial vehicle manufacturers such as Jiangling Motors, JAC Motors, and Dongfeng Motors are also expected to gain from the policy.
This new trade-in initiative is seen as a key driver for the commercial vehicle market, encouraging both consumers and businesses to upgrade their fleets and support economic growth.
