Since the maritime authority initiated a large-scale "anti-collision and leakage prevention" campaign, law enforcement teams have conducted thorough inspections across key waters, vessels, facilities, and personnel in the Tianjin area over the past two months. This phase of the operation focuses on addressing safety risks and enhancing the overall navigation environment.
During the self-inspection process, officers were divided into 12 groups to visit shipping companies, agency firms, and port operations. A total of 1 ship lock, 1 lighthouse, 7 coastal bridges, 1 ongoing bridge construction, 34 inland bridges, 6 FPSOs, 13 chemical berths, 34 large berths accommodating 50,000-ton or larger vessels, 47 offshore oil platforms, and 107 navigational aids were inspected. A total of 88 safety hazards were identified. In addition, 19 liquid cargo terminals, 41 packing stations, 14 ship waste oil receiving units, and 25 ships involved in fuel operations were also checked for potential leaks. A total of 118 hidden dangers were found, with 26 packing units having their qualifications suspended and 5 oil-receiving units and 14 fuel-operating units losing their licenses.
Ship inspections uncovered 822 defects, leading to the removal of 239 illegal sand-carrying vessels, the closure of 4 unauthorized sand unloading docks, and investigations into 22 inland river transport vessels. Ship-owning companies such as Zhongsan and Zhonghai discovered 155 issues and identified 1,083 safety and pollution prevention-related hazards.
Inspections revealed that certain areas within the jurisdiction are prone to accidents. For example, the port channel often experiences grounding incidents, while the north branch channel is susceptible to emergencies. Accidents frequently occur at the ship locks and Haimen Bridge, and the anchorage capacity at Tianjin Port is insufficient. Additionally, more than 200 inland river sand carriers and construction vessels are currently operating in the port, posing significant safety risks.
To address these issues, maritime authorities will implement targeted rectification efforts. They will focus on improving the navigation conditions in high-risk areas like the port waters, the north branch channel, and the ship locks. Remediation will also target common violations by crew members, aging ship equipment, and improper operations by inland river vessels and construction ships. Additional measures include enhanced patrols of inland river vessels, safety checks on new ships, crew competency assessments, anti-pollution inspections, and other related initiatives to ensure safer and cleaner maritime operations.
